Scotland’s independent public auditor is considering a whistleblower’s complaint about the conduct of former North Ayrshire Health and Social Care Partnership chief Stephen Brown.

Audit Scotland received a complaint alleging that contracts were handed out by the Health and Social Care Partnership (HSCP) without following tendering guidelines and processes.

Mr Brown left his position as head of North Ayrshire’s Integration Joint Board earlier this year having been seemingly absent from the role for some months.

North Ayrshire Council (NAC), the HSCP and NHS Ayrshire and Arran refuse to comment on individual employees and so have not explained why Mr Brown had left his job.

They will not comment on allegations that Mr Brown is the subject of an inquiry regarding action during his time in office.

The whistleblower’s complaint also refers to Helen McArthur, believed to be Mr Brown’s partner, who reported directly to Mr Brown as the head of health and community care position was vacant.

The whistleblower’s allegations suggest there was a failure to follow official procurement processes when awarding contracts in community care.

An Audit Scotland spokesperson said: “We are aware of this issue and we are considering our response.”

A North Ayrshire Council spokesperson said: “As is the case with all complaints raised by members of the public or via external agencies, we have well-established processes to review and investigate any allegations made.

"Our council takes such matters seriously and fully complies with investigations when raised.”

When asked about Ms McArthur being suspended from her position, a spokesperson previously said NAC does not comment on ‘HR-related matters’.
